Tempatdonasi.com – Dairi Regency’s government has taken steps to utilize the additional Transfer to the Region (TKD) funds, aiming to expedite recovery efforts after natural disasters. One of the ongoing initiatives is the reconstruction of roads damaged by landslides. Currently, several project packages are entering the tender phase as part of the implementation process.

The progress of this initiative was shared during a coordination meeting held at the Dairi Regency Office, Pendopo, on Tuesday, 30 June 2026. The meeting involved the local government, the Satuan Tugas Percepatan Rehabilitasi dan Rekonstruksi (Satgas PRR), and the Directorate General of Regional Financial Planning within the Ministry of Home Affairs. Representatives from these entities gathered to discuss the distribution and utilization of the TKD Tambahan for the 2026 fiscal year.

Alokasi Dana TKD Tambahan 2026

According to Bupati Dairi Vickner Sinaga, the regency received a total allocation of Rp 120,31 billion for the additional TKD in 2026. The majority of this amount, specifically Rp 64,18 billion, was directed to the Public Works and Spatial Planning Office (Dinas PUTR) to accelerate the restoration of infrastructure affected by disasters. “The funds are primarily intended to improve damaged roads, ensuring faster recovery of critical infrastructure,” said Vickner during the meeting.

From the total allocation, Rp 5,95 billion was designated for road reconstruction projects, while a larger sum of Rp 34,75 billion was earmarked for routine road maintenance. This allocation aims to restore connectivity in areas impacted by the disasters. Additionally, Rp 8,16 billion was allocated for the rehabilitation of surface irrigation systems, and Rp 1 billion was set aside for disaster mitigation efforts managed by the Regional Disaster Mitigation Agency (BPBD).

Furthermore, the government prepared a contingency fund of Rp 3,09 billion in the form of Unplanned Expenditure (BTT) to address urgent needs arising from the emergencies. The focus on infrastructure development reflects the urgent requirement for road improvements in the region, as highlighted by local officials.

Proses Tender untuk Proyek Fisik Dimulai

As part of the implementation phase, the tender process for these project packages is now underway. This marks the initial step in executing the physical works, which are expected to commence in August 2026. The local government emphasized the need to ensure that every rupiah of the allocated funds is used effectively and efficiently for the benefit of the community.

Following the tender process, the projects will proceed to the execution stage, where the actual rebuilding and maintenance of roads will take place. The timeline for completion is aligned with the regency’s recovery goals, which include restoring transportation networks and improving residents’ access to essential services.

Kondisi Jalan yang Masih Membutuhkan Perbaikan

According to the Dinas PUTR, the total length of roads in Dairi Regency amounts to 1,608.48 kilometers, with approximately 671.80 kilometers in a severely damaged state. This significant portion of the road network requires immediate attention to support daily activities and economic development in the region.

To prioritize the allocation of resources, the local government conducted a detailed assessment of road conditions. Kepala Dinas PUTR, Masaraya Berutu, explained that this process was essential to determine whether certain road segments needed full reconstruction or could be improved through maintenance. “The Bupati has directed us to ensure that every allocation is precise and impactful. Thus, we have thoroughly evaluated each road section to decide on the most suitable intervention,” Berutu stated.

Dasar Hukum dan Pemanfaatan Anggaran

As of now, all details regarding the allocation of the 2026 TKD Tambahan have been finalized and officially approved via Peraturan Bupati (Perbup) No. 8/2026. This legal framework provides the foundation for the execution of the projects, ensuring compliance with administrative regulations and transparency in the use of public funds.

Menanggapi laporan tersebut, Kasubdit Wilayah I Direktorat Perencanaan Anggaran Daerah Ditjen Bina Keuangan Daerah Kemendagri, Fernando H. Siagian, noted that the central government remains committed to supporting local authorities in implementing these programs. “The main focus should always be on the people’s interests, and all processes must be transparent and accountable,” he emphasized.

Additionally, Siagian reminded that the utilization of TKD Tambahan should adhere strictly to legal frameworks, avoiding any actions that deviate from established regulations. “Maintaining the principle of humanity is crucial in all stages of implementation,” he added.

Kemitraan Satgas PRR dan Kemendagri

The collaboration between the Satgas PRR and the Ministry of Home Affairs plays a vital role in ensuring the effective use of TKD Tambahan. This partnership is designed to monitor the implementation of projects in accordance with the local government’s plans, while also ensuring compliance with national regulations.

Furthermore, the central government encourages local authorities to deliver tangible benefits to the community as quickly as possible. Ketua Satgas PRR, who also serves as the Minister of Home Affairs, Tito Karnavian, acknowledged the regency’s successful completion of planning and legal groundwork. “The next phase is to implement the projects so the benefits can be realized by the public,” said Tito.

This coordinated effort underscores the importance of aligning regional recovery initiatives with national priorities, ensuring that the funds are used optimally to support disaster-affected communities. The involvement of Satgas PRR and Kemendagri aims to streamline the process and enhance the effectiveness of the programs in the face of ongoing challenges. (*)
