This comprehensive merger represents a significant step toward improving both the capital foundation and competitive standing of these regional financial institutions within Indonesia’s broader banking landscape.

The consolidation brings together a diverse group of rural banks that have historically served local communities across multiple provinces. The participating institutions include PT BPR Lambang Ganda, PT BPR Tutur Ganda, PT BPR Sungkunandhana, PT BPR Persada Ganda, PT BPR Ihuthan Ganda, PT BPR Sapadhana, PT BPR Padat Ganda, and PT BPR Ulintha Ganda. Each of these banks has contributed to the financial ecosystem in its respective region, and their unification under one corporate umbrella marks a new chapter in their operational history.

Adi Dharma, who serves as the Head of OJK Banten, explained that this corporate restructuring directly implements the provisions outlined in OJK Regulation No. 7/2024. This regulation governs both Rural Banks and Sharia Rural Banks, providing the legal framework necessary for such institutional consolidation. According to Adi, this represents a strategic initiative designed to strengthen the overall resilience of the rural banking sector through systematic institutional integration.

The formalization of this merger occurred following the issuance of OJK Board of Commissioners Decree No. KEP-48/D.03/2026, which was dated July 1, 2026. Under this decree, the business licenses of all eight participating rural banks were officially declared invalid. Consequently, all assets, liabilities, rights, and ongoing operational activities have been completely transferred to PT BPR Pusaka Dana. This newly consolidated entity maintains its headquarters in Ciputat, located in South Tangerang, Banten province.

“The merger of these eight rural banks into PT BPR Pusaka Dana is a concrete step toward strengthening the BPR industry structure, which is expected to boost capital capacity, expand service networks, and improve operational efficiency,” Adi stated, as reported by Antara news agency on Thursday, July 9, 2026.

Beyond the transfer of existing operations, OJK also granted approval for converting the branch office status of all participating rural banks. This conversion allows these locations to function as integral components of the newly merged entity rather than maintaining separate institutional identities. This structural change facilitates more efficient resource allocation and standardized service delivery across the expanded network.

The strategic objectives of this consolidation extend beyond mere administrative consolidation. Adi emphasized that the merger aims to sharpen the competitive positioning of these banks in delivering high-quality financial services to both the general public and micro, small, and medium enterprises. MSMEs represent a critical segment of Indonesia’s economy, and improved service delivery to this sector can stimulate broader economic growth.

According to the OJK official, the success of this integration process will be evaluated through multiple criteria. While completing administrative requirements is essential, the true measure of success lies in the banks’ ability to implement sound corporate governance practices, strengthen risk management frameworks, and maintain public confidence through professional service delivery. These elements are fundamental to building sustainable financial institutions.

OJK has committed to ongoing monitoring of the post-merger integration process. This oversight ensures that the ultimate objective of creating healthier, stronger, more efficient, and highly competitive rural banks is fully realized. The regulatory body will track progress against established benchmarks to confirm that the merger delivers on its promised benefits.

This bank consolidation initiative aligns closely with the Roadmap for the Development and Strengthening of the BPR-BPRS Industry for the period spanning 2024 to 2027. The roadmap provides a comprehensive vision for modernizing and strengthening rural banking institutions across Indonesia.

PT BPR Pusaka Dana now operates with an expanded geographical footprint that encompasses offices in Banten, West Java, Central Java, and East Java provinces. This extensive network positions the consolidated entity to accelerate financial inclusion efforts across regional communities. By bringing banking services closer to underserved populations, the merged institution can play a vital role in promoting economic development and reducing financial disparities throughout Indonesia.
