A Vicious Cycle of Climate and Waste
Bondan Andriyanu, who serves as the outreach and advocacy manager for the CERAH Foundation, explained that these two phenomena—landfill conflagrations and El Niño—generate a self-sustaining cycle of damage. The El Niño weather pattern initiates extended periods of aridity and severe drought conditions, which cause enormous accumulations of refuse to desiccate and transform into highly combustible material.
In return, these enormous fires expel significant quantities of greenhouse gases into the atmosphere, with methane being a primary contributor. Systemic Vulnerabilities in Waste Management
Yuyun Ismawati, a senior advisor affiliated with the Nexus3 Foundation, highlighted that over 400 disposal sites throughout Indonesia continue employing open-dumping techniques without adequate systems for managing gas or leachate. This outdated methodology renders facilities extremely prone to ignition, especially throughout lengthy dry periods. In addition to the Jatiwaringin incident, comparable fires have recently erupted at the Pakusari facility located in Jember.

Urgent Calls for Stricter Standards
Yuyun advocated for more rigorous technical requirements and enhanced atmospheric monitoring surrounding waste facilities. She proposed broadening current measurement parameters beyond basic particulate matter to encompass PM2.5, PM10, carbon dioxide, sulfur oxides, nitrogen oxides, total suspended solids, black carbon, heavy metals, and critically important dioxins. These pollutant limits should be tightened and harmonized with contemporary World Health Organization recommendations.
“Currently, nearby residents are usually evacuated only after the fires have spun out of control and smoke has spread widely. The government needs to establish legally binding air quality thresholds to serve as early triggers for evacuations. This would allow relocation efforts to begin before conditions spiral into a full-blown emergency, safeguarding vulnerable groups like children, the elderly, and individuals with respiratory conditions,” Yuyun added.
Bondan reinforced these perspectives by urging officials to tackle Indonesia’s rising methane output, which originates from both improperly managed disposal sites and fossil fuel consumption. He characterized the Jatiwaringin incident as evidence that methane represents an imminent threat during extreme weather conditions.
“The fire at TPA Jatiwaringin shows how methane emissions are a ticking time bomb amid extreme weather. During prolonged dry seasons, waste piles are highly susceptible to ignition, releasing more greenhouse gases and methane back into the atmosphere. Therefore, curbing methane emissions and accelerating the transition to clean energy must be part of efforts to address the climate crisis,” Bondan concluded.
